A joint budget subcommittee was right to cut state funding to implement the federal Real ID Act in Nevada this week.

But the subcommittee, which approved $100,000 for a project manager to submit the state's plan, was right to note that support for the act is paper thin. Some states already have rejected implementation of the plan, taking the chance that the feds won't actually punish their citizens for the "rebellion."

That's an important difference. Members of Congress know that they would have a hot fight on their hands if they tried to create a national ID card. They also know that the federal government would have to play Reebok Boots 2018

greater role including coming up with the money for a new card. So Real ID, by requiring new standards for cards the states already issue, shifts the responsibility and the costs onto the states.

It's not a small matter. Whatever the final regulations look like they're not expected until late in the summer they will require the states to start from scratch to get the new cards into everyone's hands as quickly as possible. Though license holders all had to prove their identity, and age, by providing a birth certificate when they first applied for a license, Real ID requires that they do it again, with specified documents, placing a huge burden on state DMV offices, as well as those seeking licenses. Gov. Jim Gibbons is seeking $26.4 million to begin implementing the act; fees surely will climb quickly for those applying for a Real Saucony Dirty Snow 6000

Yes, there's a certain logic to the congressional plan to standardize driver's licenses throughout the country. A driver's license is far more than that today. It also has become Americans' No. 1 form of identification, and it's difficult to get on an airliner without one. (A passport, though not as convenient, will do.) In 2007, don't try to go anywhere without one.

There are too many questions remaining about how the law is to be implemented even whether it ever will be implemented for the state to spend a large sum of money trying to meet its elusive, and possibly unconstitutional, mandates.

It's also a bit foolish to have 50 or more different forms being used to identify passengers at airports from coast to coast. Reebok Fury Adapt Ivory And, in fact, the states already had been working on standardization before Congress stepped in with the Real ID Act except that the states were trying to standardize driver's licenses, not national ID cards.
